Question about Philips Hue White & Color Ambiance Extension

Yes it is. You can recognize it from the color of the writing on the bulb. 3rd gen = golden, 2nd = black

I received a 4th generation pair.

The one I did receive last week is 2nd generation (silver text). Appears to be random :(.
