Is this charger compatible with a C 3.0 usb cable with 5Gbps and 5V/3A charging? Or is the 3A too high compared to the 2A of the charger?

The cable should work (if it is type A to C), but the charger only wants to give 2A and not 3A.

I have this charger which offers 5V/2A, 4.5V/5A and 5V/4.5A and a Ravpower which accepts USB-C3A. However, when I connect it, it does not charge. I don't know much about volt-amperes, is this normal?
