Is this a voltage converter? Can I use my 230V devices in a 110V network without any problems?
No, it takes the voltage at the socket output. The voltage indicated is that which it can supply to the device connected to the USB sockets (Max on usb-c). This means that the connected components will charge more or less quickly, depending on the adapter you buy.
