Is there a marked difference between Pure Wings 2 (non-PWM) and these be quiet! SilentWings 3 PWM (120mm, 1x) in terms of noise development?

I just bought the Dark Rock Pro 4 and it is quite quiet. That's why I'm not sure if there is a difference that you can obviously hear.

Yes, there is one. The SilentWings are much quieter than the PureWings, come better decoupled and with alternative suspensions. Having previously used SilentWings 2 (min and without PWM) and now SW3 (with PWM), I would advise you to use the versions without PWM if possible, even if this may allow less fine control. You can hear a very quiet clacking noise up close which is not there with non-PWM fans. This is a general thing with PWM fans as far as I understand.
