You generally have no restrictions in Switzerland. You only need to set Siri to Germany so that it works in Switzerland. Then you can make or receive calls via Siri if you don't want to do it manually via iPhone. PS: with the new iOS 13 the Homepod can distinguish the voices of each individual which allows more personal configurations for the individual users.
