Is it normal that the LED indicator stays red all the time, even when the device is off?

No
Lights up red for two seconds when turned off
Lights up green for two seconds when turned on.
Lights up red for two seconds when turned off
Lights up green for two seconds when turned on.
On mine the light goes out.
