Is it normal that the fans always switch on and off so smoothly at around 55-60°C? Always at one-second intervals. 1s on, 1s off.....

Quite possible. However, you can change the fan curve with the Tweaker tool from Asus.

The fans on Strix cards usually only switch on at around 30% cooling capacity. As has already been said: Simply change the curve in the tweak tool :) I never noticed this with my Strix card (970), but I don't even pay attention to it when I'm gaming (set priorities! :D).
