USB-Devices are generally hot-swappable. There is no need to restart the computer in order to attach the keyboard. If the question was regarding the keyboard-switches; they are soldered to the board and therefore not hot-swappable.
The Xtrfy K4 is not hot-swapable. The newer version, Xtrfy K5, is.
