Is it compatible with Home Assistant out of the box? If not, it seems the app is more about data farming.

Yes it is. Instead of using the hombli app, it's easier to register the plugs directly via the tuya app and then you can integrate them into the home assistant via the tuya extension.

As far as I know, these are Tuya devices, so it should work with the new Tuya integration for Home Assistant (see also https://community.home-assistant.io/t... ).
An alternative would be the "IKEA Tretakt" sockets, which can be integrated into Home Assistant with zigbee2mqtt.
