In my case, the maximum refresh rate is 144hz but it says here that it is 165 hz. Is it the same for others?

Monitors often have a slower profile activated ex works - there should be a setting in the menu of your monitor where you can adjust the Hz. The option may also be called "Overdrive" or similar.
