If you don't own anything from Philips Hue yet, do you need the Philips Hue Bridge to operate this lamp?

No. The bridge works via your home Wi-Fi and has additional functions.
Without the Bridge, you control the lamp via Bluetooth, on/off and dimming. If you have several lamps, the Bridge is worthwhile.
