Question about ASUS PROART B650 Creator
If i would buy this motherboard. Does it come with the bios version 1303 or would i need to update it to that version?

Sorry, I do not get the point of your question. I bought this board 6 months ago and it does have the bios version 1710 .
BIOS update in my humble point of view is not an issue any more.
The mainboard serves me very well. I designed my computer to have optimal performance for working with photos mainly with Adobe Lightroom.
