As far as I know, only Philips and Osram have lamp systems that can be controlled with Android.

Control is via a 433MHz signal between the radio dimmer and the control unit. 

There are many options for control: the simplest are the remote controls from Intertechno. Also easy are the Bluetooth (IT-BT Bluetooth switch) or WLAN gateway (ITGW-433 gateway). However, such radio switches are only really fun with pilight (open source project).
