No, this bracket is not included. Only the Aero (https://www.galaxus.ch/de/s3/product/garmin-edge-aero-velocomputer-zubehoer-2742295) and this bracket for the stem or handlebars (https://www.galaxus.ch/de/s3/product/garmin-edge-velocomputer-zubehoer-282152).
