I wanted to use the enclosure under Windows and no matter what position the write protection is in, it is always active. Is the enclosure defective or what?

When write protection is active, the light is "red".
this is normal, it has nothing to do with write protection. The important thing is that when you disconnect the connected drive, the connected drive does not display. So you can pull out the cable from the USB connector.
