I own the notebook Lenovo IdeaPad - S145-15IIL, which does not have USB-C, so I connected the notebook to the docking station via an adapter (Delock USB A to C).

The external keyboard and mouse are recognised, but the external screen is not recognised via the HDMI cable.

Had exactly the same problem, but with a tower PC. 
The mainboard did not have a USB-C port.
Additional cards with a Thunderbolt connection did not solve the problem. 

I was unaware of the fact that USB-C is not Thunderbolt. Only the same physical connection: both look like USB-C from the outside, quite normal. Thunderbolt also makes use of the USB-C connector, but the protocol over it or the content is not the same. Thunderbolt contains the monitor signal and other signals in addition to the USB signals. The normal USB-C apparently does not support the ability to transmit the monitor signal. More can be read and explored with research in the www. My project back then failed.

If your notebook does not have Thunderbolt, I assume that this will never work. Because some intelligent logic has to integrate the monitor signal into the normal USB-C circumference. This then results in the Thunderbolt.
I hope I could illustrate this a bit, because this is hardly explained anywhere understandable.

In my opinion, there is no solution for this constellation. USB-A has no standard for transmitting video signals, which is the case with USB-C, so the dock will probably only be usable as a USB hub.
