I have just received my Steam Deck OLED 1 TB and I immediately noticed that there are two white adhesive strips on the box that say "Quality Control". Does this mean that I have received a product that has already been returned (used)? And at the original price?

If a "Quality Control" seal is present, it is a new product. 
Sometimes a product may be opened, for example to replace the power supply unit.
