No, you only really notice the high speed in games, and even then only if they deliver very high refresh rates. For normal work with the internet or office work, even 60H is easily enough.

What you really notice when working with office and internet applications, however, is that 60 Hz is easily enough for that. what you notice is more resolution. 1920 x 1080 pixels are useless for all these activities, because not much can be displayed on a 24 inch screen with 1920 x 1080 pixels and the pixels that create a bush letter are simply too big. I wouldn't recommend the monitor for this, a better alternative would be a screen with 2560 x 1440 pixels, 27 inch devices don't cost much more, e.g. this one:
