I have a Macbook Pro. I know that macOS does not support MST. However, I see that the dock has a USB C 3.1, Gen 2 port. Could I connect a USB to HDMI cable to connect a second display to my Mac so that the display can be expanded and not just mirrored?

This depends on the type of USB-to-HDMI adapter. If you want to use a USB-C adapter, these adapters will not work. For them to work, USB-C must support either the alternative USB-C DisplayPort mode. Due to USB-C technology, USB-C ports cannot support the alternative USB-C DisplayPort mode.
However, you can use USB-to-HDMI adapters based on DisplayLink technology - these adapters would work.

It depends on the type of USB-to-HDMI adapter. If you would want to use USB-C adapter, then these adapters would not work - in order for them to work, USB-C must either support USB-C DisplayPort Alternate Mode. And because of USB-C technology, USB-C connectors cannot support USB-C DisplayPort Alternate Mode.
But you may use USB-to-HDMI adapters based on DisplayLink technology - these adapters would work.
