I have a digitec VB75 PC with Intel HD graphics 4600. Would the graphics card be sufficient for the monitor (no games or video, but only for photo editing and office).

I also have an onboard 4600, which is sufficient for Lightroom and Photoshop. When connecting the monitor via DVI, the maximum resolution is 1920 x 1080. 2550 x1440 requires Displayport or HDMI.
