The answer is a bit late, but maybe it will help others. 
I had the same problem with an A7 I bought for my father in Thailand (he lives there). The language could not be reloaded from the store there either.
I then installed MoreLocale 2 (just Google it). It's a brilliant programme that unlocks all the languages and also makes them available as favourites. I can only recommend it to everyone who needs to manage several languages.

If you follow these instructions exactly, you should have no problem installing the whole thing. Rooting the phone is not necessary, as this can be installed via the ADB programme (ADB and Fastboot).
