Check the direct USB connection without a hub and restart the PC. If that doesn't solve it, consult Epson Support for specific assistance.
thanks to your reply, I installed Microsoft Scan which allowed me to make my Surface communicate with Epson Scan... despite not being able to take advantage of the special button functions on the scanner
