Sorry to ask, are you sure you have the 5G variant of the Velvet? Qualcomm 765G --> 5G // Qualcom 845 --> 4G
You should also make sure you have the latest updates installed (5G was subsequently enabled via update) - and of course have a 5G mobile contract/coverage.

You have to activate the 5G network with your network provider (usually not included in the subscription), which means you have to adjust your subscription accordingly.
