Hello

According to the menu (Individualise) then (LED of the on/off button), the setting of the state of the operating lamp for energy saving can be switched on or off,
the status of the operating lamp for energy saving can be switched on or off.

The dim underlight cannot. This is according to the manual. 
Unfortunately, I do not know whether the under-cabinet lamp (which can be switched off on my monitor, a different Dell model) can be switched off.

But I can't switch off the power LED.

And yes, the constant flashing in standby is annoying!
