How do I know if the water pupe is defective?

The temperatures of the CPU cores (Intel Core i7 6700K) became higher and higher. Now the situation has escalated. After startup, the temperature grows rapidly 70°. As soon as a Windows 10 update starts, the temperatures of the cores reach 97° and more degrees. With a CPU load of only 13%.
The thermal paste I use is Thermal Grizzly Conductonaut liquid metal 73W/m K).
The water pipes are almost cold!

So as a tip, install a flow meter ;-)

Or

Bridge the power supply (http://www.fotos-hochladen.net/uploads/img00000655f2b7jtv0qk.jpg) and let the water flow into a basin. (Please be careful when bridging, no liability will be accepted).

The paste should be OK, is the cooler properly seated?

But there is definitely something wrong, a CPU with such cooling should not get that hot.
