Question about Thermaltake Pacific W1

How do I know if the contact pressure is right? unfortunately the instructions are not very informative. I have an AM4 board and am not satisfied with the temps. The backplate has one side with foam rubber. This compresses accordingly if you tighten the standoffs too tightly. As a result, the protruding part of the screw becomes too long and because the knurled nut is not continuous, I didn't have enough contact pressure and my system didn't boot. Can this be improved? With my previous AiO Wakü you could simply tighten the nuts as far as they would go.
