now i want to upgrade to this 1070 ti and i wonder is my 400w power supply enough?
Your old system draws about 250W with the configuration. With the 1070ti it needs about 100W more, so: about 350-400W depending on overclock and other stuff.
Now it depends on your power supply: Is it of good quality? Does it have any 80+ certification? Which manufacturer is it from?
Because, depending on the power supply, the advertised 400W might only be 380W or 360W, and that's going to be very tight. Even at 350W, it would have to run under a very high load, i.e. higher temperature = high fan speed ¬lower life span of the capacitors and transformers.
I think you can run the system with a 400W power supply, but not over too long a period of time, as the risk of burnout increases.
To be on the safe side, you could also "undervolt" the components, i.e. give them a lower power limit.
