Firstly, about the terms: I assume that VSG = ballast, EM = electromagnetic, EL = electronic. These terms are not really common. Common terms are KVG = conventional ballasts (with starter) and EVG = electronic ballasts (without additional starter). I use this light source in a purchased luminaire with built-in electronic ballast (Osram Quicktronik QT 1x36W/230..240 V). Theoretically, it would also be possible to operate this Osram Dulux compact fluorescent tube with a CCG (less efficient). If you are rebuilding the luminaire with the light source mentioned, I would use an electronic ballast.
