Question about Delock 90562

Good evening Since I don't see any possibility for an answer, I have to follow up in a second question. I am looking for a simple scanner to save fonts on items like books or CD in a UTF-8 file (CSV / XLS / etc.) on a Win computer. I was recommended the Delock 90562. In the comments I read that this scanner cannot recognise the French characters. And these belong to the UTF-8 format https://www.periodni.com/de/unicode_utf-8-codierung.html#french_special_characters In other words, the device is not able to create files in UTF-8 format?
