Good day I'm looking for a simple handheld scanner that scans analogue things like books or CDs in good light and saves the label as a UTF-8 file (CSV / XLS / JSON / XML / ETC.) on a Win computer. Does even the cheapest handheld scanner meet this requirement? Or is a more precise evaluation necessary, e.g. because of UTF-8? Many thanks for your tips! Greetings to the participants

Yes does the job.
Time to time it's hard to scan, personally I recommend a bit more expensive for a more accurate scan.
