1. are the specified masses in the smallest state (i.e. as small as possible) or fully extended?
2. i have read on some sites that when using a Logitech g29 (with the slightly harder brake) the plate of the pedal bends is this true?

Answer

I can't give you a direct answer about the dimension. However, I have been using my Playseat for a year and have never had any problems with the pedals bending. I use it especially for rallying to train for hill climbs and therefore often brake very abruptly and hard. However, my pedals have not bent.
