Does the manufacturer guarantee that it is under a certain voltage. (e.g. under 1.3v)

Yes.
"On the packaging of each pre-tested CPU, we also specify the core voltage required for stable OC operation, whereby there is a tolerance range of approximately +/- 20 mV depending on the voltage supply of the mainboard used.
