I have contacted the insurance company and STVA. I have not received any clear answers. According to my definitions, it is a "light motorbike". It has less than 500W and does not exceed 20 km/h in real terms. Have a look at astra.admin.ch under leaflets. The "light motorbike" is well described there. All without guarantee :-)

According to the STVA Zurich, this model cannot be used on public property. In order to be allowed to be used on public property, the maximum speed must be less than 20km/h (purely electric). The following e-scooter would be approved for use on public roads:
