Question about Ocean Drive Ora
Does this vehicle also have a transmission, i.e. mechanical gears? Or is it a single speed? The "3 speeds" probably refer to the e-motor controller...?

The ORA has no derailleur (mechanical gears), but it is possible to select 3 riding modes (+ mode without pedal assistance) electronically.
