Does this docking station work when connected to the Surface Pro 7?

No, it will not work. In order for this docking station to work, a laptop must have a Thunderbolt3 port. Surface Pro 7 has a "just" USB-C port.

I am aware that the USB port on the Surface cannot play back 4k at 60hz - but 1080p at 60hz can. Would 1080p at 60hz be possible with this docking station when connected to the Surface Pro 7?
