Does this also work with an RTX 3070 (Gainward)? Does the USB C port have to be connected to the PC or the graphics card?

On the PC side, you can also use a conventional USB A port. USB 3 is preferable, but apparently even a 2nd generation is sufficient.
But since you can connect WIRELESS with little effort either via the router (min. Wifi 5) or with the right settings even directly with the computer, the plug question is not applicable.
