With the Ryzen 3600 yes, because the cooler is included. Otherwise it depends on the product:
- usually the thermal paste is already applied to the cooler supplied (so-called "boxed" CPUs; I think there are hardly any CPUs that are sold without a cooler)
- with separate coolers (often high-end coolers) the paste is supplied with the cooler
