Does the HTC One A9 also work with foreign SIM cards?

It works perfectly with all foreign SIM cards. Tried out: Germany, England, Italy and Serbia.

Absolutely - there is no provider branding/sim lock, and the bands (for Lte/4g) determine whether a device works somewhere or not.
