13 Arduinos would work (an Arduino needs about 0.2A), for the Raspberry PI it depends on the model (and the peripherals of the Raspberry PI) - but the short answer is no, you can't run 13 Raspberry PI's. The USB hub has a 5A power supply, but a Raspberry PI 4, for example, can draw up to 3A. In normal use, the Raspberry would draw about 0.6A - but depending on the CPU load, a Raspberry (without connecting USB devices to the Raspberry) can draw up to almost 1.8A. So there are max. 2 to 8 Raspberry PI 4 in total (depending on how much load you want to put on them - with 8 Raspberrys you don't have much air left - more realistic are 2 Raspberrys). Unfortunately, I can't answer that because I have no idea what "Raspberry Pi and arduinos" actually are.
I'm the "Neanderthal on the PC", so to speak. Anyway, I have 4 external WD drives, sticks, mouse & keyboard etc. connected and everything works fine. In my opinion, the product is absolutely recommendable.
