Can you theoretically take a Delock USB-C to DVI/HDMI/VGA adapter and connect it to any PC while powering the monitor with a USB-C power supply?

I tried part 2 straight away, the monitor starts with a USB power supply. So far so good.
But I doubt that you can get the signal to the monitor with the adapter mentioned in part 1 of the question. The signal path would be from the source with DVI/HDMI/VGA to the monitor with USB-C. Usually such adapters work the other way round, but I'd be happy to be proven wrong here. That would also be an intended use for me.
