Can you play mario kart 3ds with nintendo 2ds controller or only with nintendo3ds ?

I haven't tried it myself, but as far as I know it works. (There is/was also a 2DS bundle with Mario Kart 7.) Of course, if you play a 3DS game on a 2DS, you won't have a 3D effect.
