Can Whatsapp be used with both SIM cards (= two accounts)?

Theoretically yes, but since WhatsApp can only be installed once, you have to use certain workarounds such as creating a second Android user (but then you always have to switch back and forth) or installing WhatsApp for Business and operating the second account there.
