In conjunction with a Hue Bridge and a smartphone and the Hue app (which is required to programme the switch) via WLAN Yes... Without a Hue Bridge, however, to my knowledge no.

Yes.
-Connect the lamp to the Hue app.
-Configure the dimmer switch with the app and add the desired lamp.
