Can they also be dimmed via app and manual dimmer? Replacement of Dekenspots and control via app or manually via built-in dimmer.

No, this is not possible. With smart lamps, the use of a manual dimmer is no longer possible.
An existing light switch must also be permanently on in order to be able to control the lamps/lamps via the app.
