Can the Switch Pro controller be used in parallel with the small controllers supplied with the Switch, so that 2 people can play with the small controllers and one with the Switch Pro?

Yes, you can use it in parallel. It also works with 2 Joy-Cons and 2 Pro Controllers. So you can use the controllers as you like and change them to player 1, player 2, player 3 and player 4.
