Can the power bank also be used as a buffer memory? In other words, "pass through charging". Simultaneous charging of the battery and power output to the consumer? I hope that is possible

Yes, this is possible, but for a laptop, for example, the output is too weak to charge and use the laptop at the same time (the battery runs out faster than the PowerBank can charge it).

For mobile phones, tablets and tinker boards, however, this should not be a problem.
