Can the Dex Pad also be connected to an ordinary TV with an HDMI connection?

Of course, if a keyboard and mouse are connected and the TV does not have a higher resolution than 2K. However, not all apps on Android are optimised for DEX. Netflix, for example, does not run under DEX, or only in window mode.
