Can the device also be used as a charger for car batteries? Or only as a jump starter? Like Ctek MXS 10.0 (12V, 10A) ?

No, it is certainly not a charger for car batteries. The chargers are completely different devices, no batteries and run on "electricity", i.e. 220 volts.
