Can the 2 SIM cards be used actively at the same time? or does it only have a "storage space" for a second SIM card?

Both slots are actively available. You can therefore receive calls on both SIM cards but you cannot, for example, be connected to the Internet with both cards at the same time. You can define in the settings which card should be responsible for Internet access.
