Can it also be used to charge a Surface Pro 4? If so, which cable would I need?

No, it does not work. Unfortunately, Microsoft has not integrated a USB-C port with USB PD (Power Delivery). The Surface needs a proprietary connection.
The different voltages are for USB PD which can switch to a higher voltage.

That will probably not be possible so easily. USB cannot supply the 12V required by the Surface Pro 4.
